1.1 Batho Pele principles

Batho Pele is a Sesotho expression meaning “People First” and represents the South African
government’s commitment to improving the quality and standard of public services provided
to citizens. The Batho Pele initiative was introduced through the White Paper on
Transforming Public Service Delivery in 1997 and established eight principles intended to
place citizens at the centre of public service delivery (Department of Public Service and
Administration, 1997). These principles are particularly relevant to the South African Police
Service (SAPS), because police officials interact directly with members of the public and are
expected to provide services that are professional, accessible, fair, respectful and accountable.
The SAPS Code of Ethics similarly emphasises integrity, respect for diversity, obedience to
the law, service excellence and public approval (SAPS, 2026).

Consultation requires public institutions to consult citizens about the level and quality of
services they receive and, where possible, to provide choices concerning the services offered
(Department of Public Service and Administration, 1997). Consultation ensures that
government departments do not make decisions without considering the needs and
experiences of the communities they serve. In policing, this principle can be implemented
through community meetings, community policing forums, public consultations and
mechanisms through which residents can raise concerns about crime and police services.
Effective consultation enables SAPS officials to understand community priorities and
respond to problems affecting public safety. It is therefore closely connected to the SAPS
commitment to be guided by the needs of the community (SAPS, 2026).

Service standards require government departments to inform citizens about the level and
quality of service they can reasonably expect to receive (Department of Public Service and
Administration, 1997). Service standards create measurable expectations and make public
