2. Problem Statement

The recent case of a twenty-eight-year-old man from Limpopo being charged with the statutory rape
of a thirteen-year-old girl, who gave birth on Christmas Day 2024, serves as a stark illustration of a
pervasive crisis facing South African communities. This particular incident, while deeply disturbing,
is unfortunately not isolated but rather reflects a broader and deeply concerning pattern of sexual
violence against minors that has become endemic in South African society (BSW4804, 2020:6). The
Department of Social Development and the South African Police Service regularly report alarmingly
high statistics of sexual offences against children, pointing to a systemic failure in child protection
that demands urgent and sustained intervention.
