◉ Act for Prevention and Access to Appropriate Care and Treatment
of Addiction
Answer: Massachusetts passed this Act in 2018 which mandated
prescribers to electronically prescribe all controlled substances by
January 1st, 2020. In Massachusetts, controlled substances include
Federal schedules I-V (Narcotics & Controls). The bill also required
prescribers to utilize the state Prescription Monitoring Program
(PMP) when writing a prescription for a Schedule II, III, or
benzodiazepine.
,◉ Standing Orders
Narcan (Naloxone) State Regulations and Standing Order
Answer: All retail pharmacies in MA and licensed by the Board of
Pharmacy must maintain a continuous, sufficient supply of Naloxone
rescue kits or other approved opioid antagonist medications to meet
the needs of the community. Naloxone is available as either an
intranasal or intramuscular injection.
• Intranasal doses are available as either:
o Naloxone 4mg/0.1ml nasal spray -or
o Naloxone 2mg/2ml single dose Luer-Jet prefilled syringe.
• Intramuscular injections are available as either:
o Naloxone 0.4mg/ml in 1ml single dose vials -or
o Naloxone 2mg/0.4ml auto injector.
Naloxone is available under a standing order. A Standing order
allows authorized pharmacies to train and dispense Naloxone to
anyone without a prescription. There is an underwriting Physician
used for Naloxone scripts that we data enter. This Physician's name
ill be entered into the 'Prescriber' field of the data-entry screen.
• A pharmacy can dispense Naloxone to a patient who is either in
possession of a specific prescription, or without a prescription
under the statewide standing order.
• There is no limit to the amount of naloxone that may be dispensed
to an individual.
, • In accordance with the Massachusetts Controlled Substances Act,
unless the purchaser requests otherwise, the pharmacy must make a
reasonable effort to determine if the purchaser's insurance covers
naloxone.
• In place of name/address, "Naloxone Rescue Kit" may be used to
create a patient profile and prescription label.
• Each pharmacy must report annually by January 15 the total
number of Naloxone doses dispensed and the total number of those
doses paid for with insurance.
◉ Vaccination Dispensing and Standing Order
Answer: There is a separate Physician who underwrites a Standing
Order for the administration of vaccinations that Pharmacists are
approved to administer. The Standing order covers all patients
within appropriate age groups for each vaccine we offer without a
prescription.
◉ DEA Number Definition:
Answer: a general prescriber identification number. The Drug
Enforcement Administration prefers that DEA registration numbers
must be used for authenticating and tracking prescriptions for
controlled substances.
