what is developmental disability The current revision of the Developmental Disabilities Assistance and Bill of
Rights Act of 2000 defines developmental disabilities as disabilities that are
severe and chronic in nature.

learning and performing certain daily, personal, and life skills.
Specific limitations included those of a conceptual, practical, and social
intelligence nature. According to the association, a person with mental
retardation had limitations only in conceptual, practical, and social
intelligence. Other areas, such as health and personality, were not included.
The one differentiating characteristic of a person with mental retardation was
a standard IQ score of 70-75 or below, assessed based on a variety of
indicators.
Based upon these criteria, a person either did or did not have mental
retardation.
