A summary of Responsibilisation in relation to social work.

Inhaltsvorschau

Responsibilisation

Responsibilisation is a sociological concept that describes the process through
which responsibility for managing social problems, health, wellbeing and risk is
increasingly transferred from the state and public institutions to individuals,
families and communities. Rather than viewing issues such as poverty,
unemployment, ill health or crime as primarily collective or structural concerns,
responsibilisation encourages individuals to take greater responsibility for
preventing and managing these problems themselves. The concept is closely
associated with neoliberalism and government policies that promote personal
responsibility, self-management and reduced dependence on state intervention.
Within social work, responsibilisation provides a framework for understanding
how political and economic policies influence professional practice, service
delivery and expectations placed upon service users (Garland, 1996).

The concept of responsibilisation was developed through the work of sociologists
and criminologists influenced by Michel Foucault's theories of governmentality.
Foucault argued that modern governments increasingly shape behaviour not
only through laws and direct control but also by encouraging individuals to
regulate themselves according to social expectations. Building on these ideas,
David Garland described responsibilisation as a strategy whereby governments
encourage citizens, families, employers and communities to manage risks and
social problems that were previously addressed through state services (Garland,
1996). This shift became particularly evident during the rise of neoliberal policies
in the United Kingdom and other Western countries from the 1980s onwards.

A central principle of responsibilisation is that individuals are expected to
become active managers of their own lives. People are encouraged to make
healthy lifestyle choices, seek employment, manage finances, maintain personal
safety and care for their own wellbeing. While these expectations may promote
independence and personal agency, critics argue that they can overlook
structural barriers such as poverty, discrimination, unemployment, inadequate
housing and unequal access to services that restrict individuals' opportunities to
make these choices.

Responsibilisation is closely linked to risk management. Governments and
organisations increasingly expect individuals to identify, assess and reduce risks
affecting themselves and their families. For example, parents are expected to
ensure children's safety, individuals are encouraged to manage long-term health
