PCS Analysis

PCS Analysis is an anti-discriminatory framework developed by Neil Thompson to
help practitioners understand how discrimination, oppression and inequality
operate at different but interconnected levels of society. The model argues that
prejudice and discrimination cannot be explained solely by individual attitudes
because they are also influenced by cultural beliefs and wider social structures.
Thompson proposed that effective social work requires practitioners to consider
all three levels simultaneously when assessing situations, challenging
discrimination and promoting equality. Within social work, the PCS model is
widely used to support anti-oppressive practice, reflective practice and critical
analysis of power and inequality (Thompson, 2020).

Neil Thompson introduced the PCS model as part of his broader anti-
discriminatory practice framework during the 1990s. He argued that social
workers should move beyond viewing discrimination as simply individual
prejudice and instead recognise how society reinforces inequality through
cultural values and institutional arrangements. The PCS model therefore provides
a practical framework for understanding the complex relationship between
personal behaviour, societal attitudes and structural inequalities. It has become
one of the most influential frameworks within UK social work education because
it encourages practitioners to critically examine both individual interactions and
wider systems of power (Thompson, 2020).

The first level is the Personal (P) level, which focuses on individual beliefs,
attitudes, values and behaviours. Discrimination at this level may involve
conscious prejudice or unconscious bias that influences how people perceive and
interact with others. Personal experiences, upbringing, stereotypes and
assumptions all contribute to the attitudes individuals develop. Within social
work, practitioners are encouraged to reflect critically on their own beliefs and
biases to ensure that these do not negatively influence professional judgement
or relationships with service users.

The second level is the Cultural (C) level, which refers to the shared values,
norms and assumptions that exist within society. Cultural beliefs shape ideas
about what is considered normal, acceptable or desirable and may reinforce
stereotypes relating to race, disability, gender, age, sexuality or mental health.
These attitudes are often communicated through the media, education,
language, religion and popular culture. Because cultural values influence both
