Empowerment

Empowerment is a core principle and practice approach within social work that
seeks to enable individuals, families and communities to gain greater control
over the decisions and circumstances affecting their lives. Rather than viewing
people as passive recipients of services, empowerment emphasises their
strengths, abilities and capacity to make informed choices. It involves increasing
people's confidence, access to resources, participation in decision making and
opportunities to influence the systems that affect them. Within social work,
empowerment is closely linked to social justice, human rights and anti-
oppressive practice, recognising that individuals should be supported to exercise
autonomy and achieve greater independence wherever possible (Payne, 2021).

The concept of empowerment emerged from social movements during the 1960s
and 1970s, including civil rights, feminist and disability rights campaigns, which
challenged unequal power relationships and promoted greater participation in
society. Paulo Freire's work on critical pedagogy significantly influenced the
development of empowerment theory. Freire argued that individuals
experiencing oppression should be supported to critically understand the social
conditions affecting their lives and actively participate in creating change. Rather
than professionals acting as experts who solve people's problems, Freire
emphasised collaboration, dialogue and shared learning to promote self-
determination and social transformation (Freire, 1972).

Later theorists expanded empowerment by recognising that it operates at
multiple levels. Julian Rappaport argued that empowerment involves increasing
people's ability to gain control over their lives while also addressing the
structural barriers that limit opportunities. He suggested that empowerment is
not simply about developing personal confidence but also about ensuring
individuals have access to resources, participation and influence within their
communities. This perspective highlighted the importance of balancing individual
strengths with broader social and political change (Rappaport, 1987).

Empowerment recognises that many individuals experience unequal access to
power because of factors such as poverty, discrimination, disability, mental ill
health, age or social exclusion. Consequently, social workers seek to reduce
these inequalities by promoting participation, advocating for individuals' rights
and supporting people to make informed decisions about their own lives.
Empowerment does not mean professionals withdraw support or leave
individuals to manage independently. Instead, it involves working collaboratively
to build confidence, develop skills and increase access to opportunities while
respecting individuals' preferences and choices.

Empowerment has significant relevance within social work because it underpins
person-centred and strengths-based practice. Rather than focusing solely on
problems, deficits or risks, practitioners identify individuals' abilities, aspirations
and existing support networks. This approach encourages service users to
participate actively in assessment, care planning and decision making. For
example, when supporting an adult with a physical disability, a social worker
