Contextual Safeguarding

Contextual safeguarding is an approach to protecting children and young people
that recognises significant harm can occur beyond the family home. Traditional
safeguarding has largely focused on risks arising within families, with parents or
carers viewed as the primary source of protection. However, research has
demonstrated that many adolescents experience abuse and exploitation in
extra-familial contexts, including schools, neighbourhoods, peer groups and
online environments. Contextual safeguarding therefore expands safeguarding
practice by recognising that these environments can both contribute to harm
and offer opportunities for protection (Firmin, 2020).

The concept of contextual safeguarding was developed by Dr Carlene Firmin in
response to increasing evidence that adolescents often encounter risks outside
their family relationships. Firmin argued that existing child protection systems
were not designed to respond effectively to harms such as child criminal
exploitation, child sexual exploitation, serious youth violence, county lines
activity and peer abuse. Rather than focusing solely on parenting capacity or
family functioning, contextual safeguarding encourages professionals to assess
the wider social environments in which young people spend their time and to
intervene within those contexts (Firmin, 2020).

Contextual safeguarding is based on the understanding that young people's
behaviour and wellbeing are shaped by the environments in which they live.
Bronfenbrenner's Ecological Systems Theory provides an important theoretical
foundation for this approach by recognising that development is influenced by
interactions between individuals and multiple environmental systems, including
families, schools, communities and wider society. From this perspective,
safeguarding requires practitioners to understand not only the individual child
but also the relationships, places and social structures that may increase
vulnerability or promote resilience (Bronfenbrenner, 1979).

The approach recognises that extra-familial harm often involves complex
relationships between young people, peers and communities. For example, a
young person may become involved in criminal exploitation through peer
influence, experience sexual exploitation in community settings, or be exposed
to violence while travelling to and from school. These experiences cannot always
be addressed by working exclusively with parents, particularly when the source
of harm lies outside the home. Contextual safeguarding therefore encourages
