The community of residents in the Dawid Kruiper Local Municipality in the Northern
Cape faces a critical crisis of failing water and sanitation infrastructure, characterised by
constant water leaks, sewage spills, and the loss of nearly half of its drinking water each
year.



2. Describe a possible solution

A solution that would likely satisfy the most powerful people in the community such as
municipal officials, local business owners, and provincial politicians would be a large-
scale, top-down infrastructure renewal project funded by national government. This
solution would involve replacing ageing pipes, upgrading the wastewater treatment
works, and appointing a private engineering firm to manage the project. It would appeal
to powerful stakeholders because it promises to create jobs, stimulate the local
economy, and present a visible, tangible outcome that can be showcased as a political
success. also, it avoids directly challenging the existing power structures or the current
system of municipal management, as it focuses on technical fixes rather than systemic
governance reform, thereby maintaining the status quo for those in authority.

, 3. Consider how diversity affects possible solutions



The solution described above could be significantly improved if one accepts that the
"community" is not a homogenous group but consists of different groups with varying
needs and priorities. The term 'community' can trick us into thinking that everybody in a
community is the same and has the same priorities (Theoretical lenses, p. 4). For
example, while a wealthy business owner in the town centre might prioritise a rapid, top-
down fix to restore investor confidence, residents in informal settlements on the
periphery might be more concerned with daily access to water and the health risks of
sewage, and may prefer a more participatory approach that empowers them to report
and fix leaks themselves. Furthermore, the community is divided along lines of class,
race, and geography, with some areas being more politically connected and thus
receiving better services. As the module materials suggest, by how we define the
boundaries of the community and who is included and excluded, we can make the
problems and their potential solutions appear in different ways (Theoretical lenses, p. 4-
5). Acknowledging this diversity would mean adopting a differentiated approach that
includes community-led monitoring, targeted support for the most vulnerable areas, and
transparent communication about the project's phases. This would ensure the solution
does not merely serve the interests of the powerful few but begins to address the
systemic inequalities that make certain groups more vulnerable to service delivery
failures.
