The Government (Executive) – The government is the primary source of legislation, introducing most bills through ministers. Because the governing party often holds a majority in Parliament, government bills have a high chance of becoming law. Public Opinion and Pressure Groups – Citizens, the media, campaign organizations, trade unions, charities, and other pressure groups influence Parliament by raising awareness, lobbying MPs, organizing campaigns, and advocating for legislative change. The Courts (Judiciary) – Courts influence parliamentary law-making by interpreting statutes, identifying gaps or ambiguities in the law, and making decisions that may prompt Parliament to amend existing legislation or enact new laws. Courts may also issue declarations of incompatibility under human rights legislation, encouraging legislative reform.
