The Persistent Gap: Why Inclusive Policies Fail to Guarantee Educational Inclusion
Despite the global proliferation of inclusive education policies, educational exclusion remains a
pervasive reality, particularly for children with disabilities in the Global South. This persistent gap
between policy rhetoric and on-the-ground practice demands critical examination. The problem is
not a failure of intent, but a systemic failure of implementation, rooted in historical inequities,
inadequate resourcing, and pedagogical rigidity.

The first argument is that historical path dependencies perpetuate segregated schooling. Countries
like South Africa remain locked into colonial and apartheid-era patterns of categorisation and
segregated schooling, which continue to shape resource allocation and access (Donohue &
Bornman, 2014). These deeply embedded structures confound linear progression towards
inclusivity. Secondly, a severe chasm exists between policy ideals and resource realities. While
policies may be progressive, the necessary infrastructure, such as accessible buildings and assistive
technologies, is often absent, especially in rural areas (Srivastava et al., 2023). This turns a
constitutional right into an "empty promise" (Donohue & Bornman, 2014, p. 5). Thirdly, teacher
preparedness is critically inadequate. Many educators are trained in teacher-centred pedagogies
and lack the skills to implement the differentiated, learner-centred approaches that inclusion
demands (Makoelle, 2020). This is compounded by a lack of ongoing professional support. Fourthly,
systemic barriers like rigid curricula and inadequate funding undermine inclusion. A standardised,
exam-driven curriculum fails to accommodate diverse learning needs, treating difference as a
deficit rather than a strength (Srivastava et al., 2023). Finally, deeply entrenched social stigma and
discrimination remain formidable barriers, leading to the exclusion of children with disabilities from
mainstream schooling and reinforcing their marginalisation (Donohue & Bornman, 2014).

In conclusion, educational exclusion persists because inclusive education is often treated as an
add-on rather than a fundamental restructuring of education systems. As Makoelle (2020) argues,
the transformation requires a shift from viewing inclusion as a policy to be adopted, to embedding
it as a core principle of educational practice and resourcing.
