Mental Health Services for Clark and Madison Counties: A Coordinated Approach to

Crisis Intervention in a Rural Community

Mental Health Services for Clark and Madison Counties, Inc. (MHSCC) is a private,

nonprofit behavioral-health organization serving Clark and Madison Counties. This summary

focuses on its London, Ohio, office and the organization’s role in Madison County. MHSCC

provides crisis access, outpatient counseling, psychiatric care, medication management,

substance-use treatment, peer support, youth and family programs, and short-term inpatient

psychiatric care.

Madison County is predominantly rural and agricultural, with small communities spread

across a wide area. Residents do not have the same concentration of hospitals, public

transportation, crisis centers, and specialty providers found in larger cities. Law enforcement or

emergency medical services may therefore be the first professionals to reach someone in crisis.

Community Behavioral-Health Needs

MHSCC’s 2025 needs assessment identifies several barriers affecting Clark and Madison

Counties, including shortages of mental-health professionals, lack of insurance, transportation

problems, poverty, housing instability, and substance-use concerns (Mental Health Services for

Clark and Madison Counties, Inc. [MHSCC], 2025). Madison County has approximately one

mental-health provider for every 800 residents, compared with a national ratio of about one

provider for every 262 residents. The report also states that approximately 15.8% of Madison

County residents are uninsured.
