American Public Policymaking
The first two chapters in the book, The Practice of American Public Policymaking, set
forth the foundations and introductions of the study of American Public Policymaking within the
United States. Chapter one goes into explain the establishment of the scope and what the
guiding assumptions of the text will be. While in Chapter 2, the book goes into the basic terms
associated with American Public Policymaking, examines the development of policy studies as
an academic principle, and outlines the subject matter that will steer the reader throughout the
following pages. Learning the basics of what public policy is and how American Public
Policymaking depends thoroughly on policy advocates and policymakers. Briggs and Helms
(2015) stated, Understanding the law and legal documents is fundamental in the invention and
reinvention of public policy.
The Scope and Guiding Assumptions
Briggs and Helms (2015) focus on their six strategies guide for the approach of public
policymaking. When they speak on policymaking, they combine the activities, institutions,
practices, actors, and technologies that deliver the goods to the American people. The first
strategy in their approach is how public policy making is conceived and practiced within the
United States. They acknowledge that policies outside of the United States are similar, but they
will not expand on anything outside of the boarders of the United States. The second approach
takes a comprehensive look at the meaning and scope of public policymaking. It is noted that
many textbooks only focus on the formulation of policy commitments and leave out or a small
section to policy implementation and evaluation. A large portion of the book focuses on the art
and science of public management. Public Management is not an afterthought; it is the point of
the entire process (Briggs and Helms, 2015). The third approach is to focus on the work that
