Chemists must test the water and conduct experiments to know how greatly the river was affected. Also, when HCl and
water interact, the hydrogen and chlorine ions completely dissociate which causes a major problem when trying to
restore the pH of the river since the river now has a high concentration of HCl ions (making it very acidic).
