Introduction

The global environmental dilemma represents one of the most pressing challenges facing humanity
in the twenty-first century. As the PUB2606 Study Guide emphasises, there is a widespread
realisation that a turning point has been reached in the relationship between human beings and their
environment, requiring significant attempts to redress the distorted and unbalanced relationship that
has developed over the centuries (PUB2606, Study Guide, p. 5). In Southern Africa, this dilemma
manifests through a range of interconnected environmental issues, including population growth,
water scarcity, soil loss, deforestation, biodiversity loss, pollution, urbanisation, poverty, the legacy
of apartheid, and environmental damage resulting from armed conflict. These issues not only
threaten the natural environment but also profoundly affect the health, quality of life, and survival of
the region’s inhabitants. Addressing such complex challenges requires coordinated action at multiple
levels. Consequently, this portfolio assignment examines two critical dimensions of environmental
affairs. The first section identifies and discusses ten environmental issues in Southern Africa,
illustrating each with practical examples drawn from the study material. The second section
identifies five international organisations and analyses their roles in global environmental
governance, demonstrating how international cooperation through treaties, conferences, and
programmes seeks to mitigate environmental degradation. Together, these discussions underscore the
necessity of a holistic and integrated approach to environmental management, involving
governments, international bodies, non-governmental roleplayers, and individuals alike.
