Introduction

Policies, laws and regulations are significant concepts that play a critical role in

maintaining law and order within society. There have been instances where these terms have

been used interchangeably to refer to a similar concept (Del-Bove & Francoz, 2015). It should

well understand that policies are the most general, then laws and regulations are more detailed.

Policies usually outline the general desires and goals, and laws actualized the proposed policies

through legislation and enactment, while regulations ensure that laws are properly implemented

(Del-Bove & Francoz, 2015). Therefore, this paper's main purpose would be to explore the

differences between these concepts in relation to smoking tobacco products.

Policy

policy can be understood as the guidelines, regulations, laws, principles and directions

that govern the course of actions on a given phenomenon (McGoldrick & Boonn, 2010). It

occurs at different levels beginning from personal, organizational and public interactions. Public

policy is an action that adopts the governmental authority in committing resources that supports a

preferred value. Smoking is one of the health problems that affect millions of users globally. As

stipulated by the government of the United States, tobacco cessation policies encourage tobacco

consumers to quit smoking towards bettering their own health care (McGoldrick & Boonn,

2010). Implementations of the Tobacco Control Act have boosted the policy towards preventing
