Introduction
The modern world is increasingly shaped by digital transformation, where governments,
communities, and institutions use technology to improve the quality of life of citizens. In
this context, Government 5.0, the Sustainable Development Goals (SDGs), and
Information and Communication Technologies for Development (ICT4D) have become
central concepts in promoting inclusive development and effective governance.
Government 5.0 refers to a citizen-centred model of governance that integrates
advanced digital technologies such as artificial intelligence (AI), big data, cloud
computing, the Internet of Things (IoT), blockchain, and smart systems to improve
public administration and service delivery. It builds on earlier models of e-government
by focusing not only on digitising services but also on creating intelligent, responsive,
transparent, and participatory governance systems that place human well-being at the
centre of development (United Nations, 2023). Government 5.0 supports collaboration
between government, citizens, businesses, and civil society to solve complex social
problems.
The Sustainable Development Goals (SDGs) are a set of 17 global goals adopted by
the United Nations in 2015 as part of the 2030 Agenda for Sustainable Development.
These goals aim to address major global challenges such as poverty, inequality, climate
change, poor health, unemployment, and lack of education. The SDGs seek to promote
economic growth, social inclusion, and environmental sustainability while ensuring that
no one is left behind (United Nations, 2015).
Information and Communication Technologies for Development (ICT4D) refers to the
use of digital technologies such as mobile phones, internet platforms, computers, data
systems, and communication networks to support social and economic development,
particularly in developing countries. ICT4D focuses on how technology can improve
