1.1 Factors that led to the rise in women’s workforce participation
in South Africa over the past three decades

1. Political and legal transformation after apartheid
The end of apartheid in 1994 marked a turning point for women’s
participation in the workforce. The new Constitution guaranteed equality
and prohibited gender discrimination, creating a more inclusive labour
market. Laws such as the Employment Equity Act required employers to
