Question 1: Reasons why risk analysis is considered by health and safety
organisations (10 marks)
Risk analysis is a fundamental component of occupational health and safety (OHS)
management systems. It involves the systematic identification, evaluation, and
prioritisation of potential hazards within a workplace. Health and safety organisations
consider risk analysis for several critical reasons:
1. Prevention of workplace accidents and injuries
Risk analysis enables organisations to proactively identify hazards before they result in
harm. By evaluating potential risks, preventative measures can be implemented to
reduce workplace incidents, thereby ensuring employee safety (Hughes & Ferrett,
2016).
2. Legal compliance
Organisations are legally obligated to comply with occupational health and safety
legislation such as the Occupational Health and Safety Act 85 of 1993. Risk analysis
helps ensure that employers meet statutory requirements and avoid legal penalties
(Republic of South Africa, 1993).
3. Protection of employees’ health
Through risk analysis, organisations can identify hazards that may lead to occupational
diseases or long-term health conditions. This ensures that both physical and
psychological health risks are mitigated (Goetsch, 2019).
4. Improved decision-making
Risk analysis provides management with data-driven insights that support informed
decision-making regarding safety policies, resource allocation, and operational
procedures (Ridley, 2018).
