1.1 Introduction to the Materials Balance Principle

The materials balance principle, grounded in the first and second laws of thermodynamics,
states that all materials extracted from the natural environment must eventually return to it.
Matter and energy are neither created nor destroyed they only change form. This principle
provides the foundation for understanding how economic activity, including the introduction of
new plant and equipment, affects the flow of residuals back into the environment.

In a simplified model of the economy, households and firms extract raw materials (M) from the
natural environment, convert them through production and consumption processes, and return
residuals (R) in altered form back to the environment. The fundamental balance is expressed
as:

M = R (in the long run, materials extracted = residuals discharged)


1.2 Impact of Introducing New Plant/Equipment

The introduction of new plant or equipment directly influences two key variables in the
materials balance model: (1) the efficiency with which raw materials are converted into goods
and services, and (2) the quantity and type of residuals discharged into the natural
environment.

, New technology can alter the materials balance in three important ways:

• Reduction in raw material inputs (M): More efficient machinery extracts the same or
greater economic output from fewer natural resource inputs, thereby reducing the
total throughput of materials in the system.
• Reduction in production residuals: Cleaner production technologies generate fewer
waste by-products per unit of output, meaning less residual matter is discharged into
air, water, or soil.
• Increased recycling: Advanced plant may incorporate processes that allow residuals
from one stage of production to be fed back as inputs into another stage, thereby
reducing net residuals entering the environment.

1.4 Analysis

Before the introduction of new plant/equipment, a firm operates with older technology. This
typically implies a higher volume of raw material inputs (M) required to produce a given
quantity of output, and correspondingly higher residuals (R) discharged into the environment.
The materials balance holds: M = R (net of recycling).

Upon introducing new, more efficient plant or equipment, two shifts occur simultaneously:

• The marginal cost curve shifts downward and to the right, reflecting lower production
costs and reduced environmental side effects per unit of output.
