Assignment 5 PORTFOLIO Semester 2 2026
Unique number:
Due date: 22 Ocotber 2026
SECTION A: GOVERNMENT 5.0, SDGs AND ICT4D
1. Introduction
Digital technologies are changing the way governments plan services, communicate with citizens and
respond to social problems. Government 5.0 can be understood as a people-centred stage of digital
government where technology is organised around citizens’ real needs and life events rather than
around separate government departments. It places the person first and uses tools such as data
platforms, artificial intelligence, mobile services and integrated online systems to make public
services easier to use and more responsive (PwC, 2024; Millard, 2023).

1. Introduction
Digital technologies are changing the way governments plan services, communicate
with citizens and respond to social problems. Government 5.0 can be understood as
a people-centred stage of digital government where technology is organised around
citizens’ real needs and life events rather than around separate government
departments. It places the person first and uses tools such as data platforms,
artificial intelligence, mobile services and integrated online systems to make public
services easier to use and more responsive (PwC, 2024; Millard, 2023).
1.1 Government 5.0
Government 5.0 moves beyond simply putting existing government forms and
services online. The approach aims to make services work around the lives of
citizens, so that different public institutions can cooperate instead of expecting
people to move between disconnected departments. This human-centred idea fits
with the broader development of digital public governance, where technology is
treated as a tool for public value, inclusion and better quality of life rather than as an
end on its own (PwC, 2024). Digital government can therefore include integrated
online portals, artificial intelligence, digital identity, data sharing and mobile
applications, provided that these tools remain safe, accessible and useful to ordinary
people (Millard, 2023).
1.2 Sustainable Development Goals
The Sustainable Development Goals are seventeen global goals adopted by the
United Nations in 2015 as part of the 2030 Agenda for Sustainable Development.
Their purpose is to guide countries in reducing poverty and inequality, improving
health and education, protecting the environment and building peaceful and inclusive
societies (United Nations, 2015). Technology can support these goals by helping
governments reach people more quickly, collect better information and deliver
services across long distances. Digital health tools can support SDG 3, online
