1. The formation and maintenance of interest groups

Interest groups form around issues of public concern. Their role in the political process involves one of

three objectives: to increase government intervention, such as advocating for more environmental

regulations; to maintain current levels of government involvement, such as seeking to protect
women’s reproductive rights established in Roe v. Wade (1973); or to reduce government regulations,

such as opposing gun control.

Most Americans do not participate in interest groups—participating takes time, money, and effort. But

recruiting and sustaining interest group support requires that individuals be motivated and care about

desired policy responses.

Interest groups that achieve their policy goals often shift focus to remain relevant to their members,

although some disband when policy objectives are met or if the drive for forming an interest group has

ended, such as when a vote on a policy or a nomination occurs. For instance, once a premier

organization, the interest group Rock the Vote was not active in the 2012 elections.

Read the following excerpt from “History of Rock the Vote” and answer the questions that follow.

History of Rock the Vote
Founded nearly twenty years ago in response to a wave of attacks on freedom of speech and artistic
expression, Rock the Vote quickly established itself as the premier organization representing the
intersection of young people, politics, and popular culture.

Whether it’s Madonna wrapping herself in the flag for the first Rock the Vote PSA or Snoop Dogg

launching our bus tour in 2004, Rock the Vote works with artists who really believe in and promote our
mission.

Rock the Vote works with artists to grab the attention of young people, and engage them in building a
political movement to fight for young people and the issues that affect their lives. Since its inception,

Rock the Vote has run innovative and successful voter registration efforts. Rock the Vote was the first
organization to introduce telephone voter registration as well as online voter registration and has run

the largest young voter registration drives on record during the past 4 presidential elections
registering, then educating and turning out millions of young voters over the past 18 years.

Today Rock the Vote represents the historic and groundbreaking 18-year intersection of music and
politics, reenergized by the recent integration with Young Voter Strategies, a research-based

organization that provided grassroots organizations and campaigns with resources and best practices

for mobilizing young voters.

, Incorporating best practices and a grassroots approach with Rock the Vote’s 70% brand recognition
and entertainment platform lays the groundwork for an even more powerful organization in 2008 and

beyond.

Which statement is the most accurate about interest groups?

Interest groups work to either increase, maintain, or reduce the role of government in areas of

concern to their members.
Recognizing the tremendous impact that government has on everyday life events, most Americans

join political groups to protect their interests.

Remaining relevant to membership is not a priority for interest group leadership, since many

Americans are disinterested in politics.

Close Explanation

Explanation:

While some Americans actively participate in politics, most Americans turn away from membership in

interest groups, often citing a lack of free time, interest, and motivation. Interest groups recognize this
fact and work to engage potential members by highlighting the relevance of their work pushing either

to increase, maintain, or reduce government involvement in areas of concern.

Which of the following means were used by Rock the Vote to engage young people in the political
process, according to the excerpt? Check all that apply.

Organized protests
Telephone voter registration

Letters to the editor campaigns

Online voter registration

2. Types of interest groups

Interest groups serve an important role in American politics because they create opportunities for

individuals with shared concerns to express those concerns to government. Having a vehicle for

communicating with government gives individuals a voice that they would not otherwise have
because, as individuals, they lack the time, monetary resources, and civic knowledge to be fully

effective in their endeavors. Working in groups communicates a louder message to government

compared with individuals working independently.
