order, and the regulation of social life. The social contract provides legitimacy to legal
authority because laws are accepted as binding on the basis that they serve the collective
good. It establishes reciprocal rights and duties between the state and citizens. In South
Africa, the social contract underpins constitutional democracy, the rule of law, and
accountable governance (Letsoalo, 2019).
