Introduction

Language has always been deeply connected to power, identity and control in South African
education. During apartheid, language was used deliberately as a political tool to maintain
racial domination and limit the intellectual development of black learners. Schools were
organised in a way that privileged English and Afrikaans while marginalising African
languages, even though the majority of learners spoke these languages at home. As a
result, language became a major barrier to meaningful learning and academic success.
Christie (1991) explains that apartheid education was designed to restrict access to
knowledge rather than expand it, and language played a central role in this process.

In the post-1994 period, South Africa committed itself to transforming education to promote
