NHS Procurement Policies

1. For many suppliers, providers, and especially SMEs, public authorities are among
the most critical customers. What would you consider to be the most vital challenges
in procurement at NHS Wales?

The significant obstacles influencing NHS wales procurements are the administrative
structure, restricted budget with no promising adjustment to reach auxiliary inquiries, and non-
profit disposed business operation.
Restricted budget and judicial structure
Budgets with no promising adjustments to reach an auxiliary need and administrative
structure are one of the most influencing factors in the public sector procurement. Granted that
public procurement is considered as the most effectual contraption in advancing public policies,
they operate under the pressure of illiberal budget and plans (Correia et al., 2013 p. 58). In a
restricted operation system, public procurement tends to maximize taxpayers' expenditure as well
as obtaining the proximal dividend. According to the article, the UK government’s ingenuities
pretermit some consideration while formulating a sustainable procurement decision at the
government level. Although the government initiatives produce a high-grade procurement
decision, it may be considered incomplete (Grose, 2012 p. 23). Additionally, healthcare
organizations, especially NHS health centers, have a high level of autarchy, which entirely
hinders the acquisition of sustainable procurement policies.
Non-profit disposed business operation
The intricacy of the goods and services produced and delivered by the SMEs results in
intensive difficulties. In response to that, the NHS differ from being their customer. According to
Munoz (2009, p. 69), despite SMEs accessing some categories of the NHS, its inability to meet
the standard capacity has redirected it towards the public sector. Though SMEs has the expertise
needed to sell to the government sector, they encounter impediment to communicating their
genius attribute within the limitation of the civic precinct procurements (Moffett and walker,
2015 p. 78). According to Loader (2011 p. 294) Additionally, SMEs have an unplanned shifting
of commodity prices, which only favors large companies. Nevertheless, NHS faces critical
