- designed to redress inequalities of the past
- done through affirmative action
- equal representation at all levels of the workplace
- training, promotion and remuneration
- Positives: imbalances and unfairness of the past is corrected, more diverse workplace
- Negatives: additional workload, necessary skills aren't always available, lack of respect for skills, knowledge and competencies, skills have been lost to other countries

- Five elements/pillars:

- Negatives: majority have not benefited, skills and experience is limited
