1.1 Waarden
De diensten die een ‘digitale’
overheid aanbied kan vallen onder 3
soorten waarden. Die waarden
functioneren als verschillende
brillen om naar de overheid te kijken.
- Ze tonen aan hoe
technologie wordt gebruikt:
eerder voor economische
redenen, transparantie of
gelijkheid.

Voorbeelden:
- Estland houdt data bij op een decentrale manier. (filmpje nog eens bekijken als ondersteuning)
➢ Welke waardes komen hier naar voor? (1) lamda: ‘robuustheid en veerkrachtig’: betreft veiligheid van
de data en geen toegang van een derde partij. (2) sigma: ‘scherp en doelgericht’.
➢ Het is onmogelijk om op alle 3 de waarden volledig te focussen.
- Leerlingen ontvangen schooltoeslag week vroeger dan vorig jaar.
➢ Welke waarden horen hierbij: Theta: eerlijke communicatie met alle burgers.
- Hacking treft Antwerpse stadsdiensten in hun kern
➢ Lambda type: betreft de veiligheid van vele groepen die diensten ontvangen van die stad.

Opgelet: IT kende een evolutie doorheen de jaren.
