Local Government Management II
Question 1
Effective local government requires effective policy for the execution of
functions. The influence of the values of leading officials on policy
implementation should not be underestimated. However, there is one
responsibility that all leading officials share and that receives the highest priority:
increasing the effectiveness of local government. Discuss the factors that
influence the effectiveness of a local government and illustrate with the use of
practical examples to demonstrate understanding.
Introduction
Local government sits at the frontline of governance, where constitutional promises of
service delivery and development are either realised or frustrated. The Constitution of
the Republic of South Africa (1996) outlines the mandate of municipalities: to promote
social and economic development, ensure democratic governance, and encourage
community participation in decision-making. Yet the ability of municipalities to fulfil this
mandate depends on effectiveness, which is shaped by leadership values, financial
stability, institutional capacity, public participation, and accountability. These factors do
not operate in isolation but interact dynamically, meaning the strength or weakness of
one often influences the others. This discussion unpacks these factors critically,
showing through practical examples how they determine whether local government
succeeds or fails.
