The Responsibilities of Key Parties in the Management of South African Public
Services: A Case Study of the Department of Basic Education
Introduction
The management of public services in South Africa is grounded in the principles of
cooperative governance as enshrined in the Constitution. This framework emphasizes
the clear delineation between policy-making, administration, and oversight in order to
strengthen accountability, efficiency, and service delivery. Within this governance
structure, multiple actors carry distinct yet interdependent responsibilities: political
leaders set strategic direction, internal public officials oversee execution, and external
managers ensure coordination and accountability across spheres of government.
Using the Department of Basic Education (DBE) as a case study—responsible for
delivering primary and secondary schooling from Grade R to Grade 12—this discussion
explores the responsibilities of three key role players: political office bearers, public
officials in management positions, and managers external to the department. These
actors play a crucial role in ensuring that national education policies are translated into
meaningful outcomes at school level, including curriculum implementation, infrastructure
provision, and learner support.
