1.1 Application of the SARA Model to Extortion and Kidnapping Cases in Gauteng

The SARA model (Scanning, Analysis, Response, and Assessment) is a structured
problem-oriented policing framework developed to address persistent crime problems
(Eck & Spelman, 1987). As the Head of Visible Policing in Gauteng, I would apply the
model to extortion and kidnapping as follows:
a) Scanning
Crime data and reports from victims, community complaints, and intelligence sources
would be used to identify and prioritise hotspots for kidnapping and extortion (South
African Police Service [SAPS], 2024).
b) Analysis
Detailed examination of patterns, offender tactics, and victim profiles would be
conducted to determine underlying causes, such as organised crime or socio-economic
drivers (Clarke & Eck, 2005).
c) Response
Responses would include visible patrols in hotspots, partnerships with private security
companies, community awareness campaigns, and undercover operations to disrupt
syndicates (UNODC, 2023).
d) Assessment
Evaluation of outcomes would be based on crime statistics, community trust levels, and
success in dismantling syndicates. Lessons would be used to refine strategies
(Goldstein, 1990).
This systematic approach ensures that interventions are targeted, evidence-based, and
responsive to the evolving nature of kidnapping and extortion.
