1.1 White Paper 6 and Inclusive Learning Environment
White Paper 6, formally known as Education White Paper 6: Special Needs Education –
Building an Inclusive Education and Training System, commits to ensuring equal
educational opportunities for learners historically excluded due to inflexible and non-
accommodating systems. Teachers advance inclusivity through a transformative
approach, a caring pedagogy, an awareness of both intrinsic and extrinsic
factors, and a broader approach to learner support.
1.1.1 What is an Inclusive Learning Environment?
An inclusive learning environment is a classroom or educational setting in which
every learner—regardless of background, abilities, or personal characteristics—feels
valued, respected, and supported. Such an environment:
• Adapts to meet diverse needs.
• Promotes full participation.
• Removes barriers to equitable access.
For example, learners with disabilities are integrated into mainstream activities with
appropriate accommodations, fostering a sense of belonging while promoting both
academic achievement and personal growth.

The transformative approach in inclusive education challenges exclusionary traditions
by restructuring systems to accommodate diversity and promote equity. This
approach:
• Moves from seeing disabilities as individual deficits to addressing systemic
barriers.
• Encourages critical reflection and social change.
• Empowers learners by integrating their lived experiences into teaching.
For example, redesigning the curriculum to include multiple cultural perspectives
enables learners to question inequalities, develop agency, and contribute to broader
societal transformation.
1.1.3 Why Do We Have a Broader Approach to Support?
A broader approach to support expands beyond individual interventions to include
systemic, community, and institutional resources for inclusivity. Three key reasons:
1. Holistic Development – Addresses multiple barriers by involving families,
community services, and specialists, reducing isolation.
2. Equity Promotion – Offers varied levels of assistance so all learners can thrive
in mainstream rather than segregated settings.
3. Sustainability – Builds resilient systems through collaboration, ensuring
adaptability to diverse and evolving needs.
