POL3702 Assignment 1 Semester 2 2025 (Answer Guide) - Due 28 August 2025 Question 1.1 Why the media statement made by Sergeant Ngobese should be based on the principle of equality and impartiality (10 marks) In public administration and communication, especially within security and justice institutions like the South African Police Service (SAPS), it is critical that all public communications reflect the principles of equality and impartiality. These principles ensure that public officials treat all individuals fairly, regardless of their background, social status, or alleged involvement in criminal activity. 1. Presumption of innocence: The Constitution of South Africa (1996) guarantees that every person is innocent until proven guilty in a court of law. By releasing the name and personal details of the suspect, Sgt Ngobese potentially prejudices the case and undermines this principle (Section 35(3)(h), Constitution of the Republic of South Africa, 1996). 2. Equality before the law: All individuals, including suspects and victims, are entitled to equal protection and benefit of the law. Sgt Ngobese must ensure that her communication does not privilege or discriminate against any individual based on status or identity, such as naming the deceased politician while also exposing the suspect’s private information. 3. Impartial reporting: A police spokesperson must remain neutral when reporting incidents, ensuring that information is factual, verified, and not influenced by personal opinions or political affiliations. Impartiality enhances public trust in the SAPS and prevents media bias or public outrage that could result from partial reporting. 4. Sensitivity to victims and families: Revealing the names of deceased individuals before families have been formally notified is not only unethical but can also cause trauma. The principle of impartiality requires that such information be handled with care and sensitivity
