Definition and Core Concept
The Batho Pele principles, meaning “People First” in Sesotho, represent a
transformative framework introduced in 1997 to reform South Africa’s public service,
historically characterised by exclusionary and racially biased bureaucracies. Developed
by the Department of Public Service and Administration (DPSA), these principles
aim to institutionalise a culture of citizen-centric service delivery, underpinned by
accountability, transparency, efficiency, and a commitment to ethical public service
(DPSA, 1997).
Philosophical Foundations and Assumptions
The Batho Pele framework aligns with the Ubuntu philosophy—“I am because we
are”—emphasising interdependence, dignity, and mutual respect (Mokgoro, 2003). It
rests on several assumptions:
• Citizens are active participants, not passive recipients, in public service.
• Cultural and attitudinal change, rather than structural adjustment alone, can
improve service delivery.
• Delivering quality public services is a moral and constitutional obligation,
aligned with Section 195 of the Constitution of South Africa (1996).

The Batho Pele initiative emerged during the post-1994 democratic transition,
addressing public service systems previously tailored to privilege a minority. The
democratic government faced growing demands for:
