, Question 1: Critically Discussing Educational Approaches with Reference to the
Rights-Based Approach
[10 Marks]
Various educational approaches have been introduced to support learners with
disabilities, with the Rights-Based Approach (RBA) emerging as one of the most
transformative. This approach is grounded in the belief that all learners regardless of
ability have the right to access quality education in an inclusive environment. Rather
than focusing on the learner's impairments, the RBA views disability as a result of
social, structural, and attitudinal barriers that hinder full participation in learning.
The RBA promotes equality, dignity, and non-discrimination, ensuring that education
systems respond to diverse learning needs through appropriate accommodations and
support. In South Africa, this approach is reflected in key policy documents such as
Education White Paper 6 (Department of Education, 2001), which advocates for
inclusive education as a human right. It is also aligned with global frameworks like
Article 24 of the UN Convention on the Rights of Persons with Disabilities.
Practices such as Universal Design for Learning, curriculum adaptation, and the use of
assistive technologies exemplify how the RBA informs teaching strategies that support
all learners. By focusing on access, participation, and individual potential, the Rights-
Based Approach transforms education into a more just and inclusive system.
