Education in South Africa before the introduction of CAPS 3X2

1. White Paper on Education and Training (1995)
This was one of the first major policy documents developed by
the newly democratic government after 1994. It was intended to
set the direction for educational reform in post-apartheid South
Africa.
 Purpose:
To provide a framework for transforming the education and
training system to be more equitable, democratic, and
inclusive.
 Key Features:
o Promoted equal access to education for all races.

o Called for the redress of past educational

inequalities.
o Recognised education as a basic human right.

o Encouraged lifelong learning and a system that

integrates education and training.

, o Emphasised quality education, democratic
governance in schools, and participation of parents
and communities in education.
 Impact:
It laid the foundation for subsequent laws and policies,
including the South African Schools Act and the
introduction of new curricula like Curriculum 2005.

2. The South African Schools Act (SASA) No. 84 of 1996
The South African Schools Act was enacted to give effect to the
vision outlined in the White Paper on Education and Training.
 Purpose:
To ensure a uniform system of school governance, to
promote access to quality education, and to establish the
roles and responsibilities of various stakeholders.
 Key Features:
o Made school attendance compulsory for all children

aged 7 to 15.
o Provided a legal framework for the establishment of

public and independent (private) schools.
o Promoted the idea of democratically elected School

Governing Bodies (SGBs) to involve parents,
teachers, and community members in school decision-
making.
o Prohibited corporal punishment in schools.

o Addressed school funding, with provisions for no-fee

schools to support learners from disadvantaged
backgrounds.
