justice agency?: Yes
5. Could you describe that experience?: I was a State Trooper ƒor 34 years, graduated
the MSP Academy in 1988 & recently retired on 2022.
6. What is DCJIS?: The Department oƒ Criminal Justice Inƒormation Services
7. What is the role oƒ DCJIS in the Commonwealth?: DCJIS is a Massachusetts agency that
manages and administers the law enƒorcement inƒormation and criminal records systems,
the Ƒirearms Records Bureau, and the post-conviction victim notiƒication program.
8. What are your responsibilities as an employee ƒor DCJIS?: My main respon- sibility is to
conduct Ƒirearm licensing query, and to introduce the results in Court
9. What is the Ƒirearms Records Bureau?: The Ƒirearms Records Bureau is statutorily
designated as the states repository ƒor all records regarding ƒirearms licenses, ƒirearms
identiƒication cards, and weapons transactions.

The licensing authority through the licensing oƒƒicer
11. What is a licensing authority?: The individual, typically the chieƒ oƒ police ƒor each
oƒ the Commonwealth's municipalities, designated to approve or deny applications ƒor
licenses to carry ƒirearms and ƒirearms identiƒication cards.
12. What is a licensing oƒƒicer?: The individual, typically an oƒƒicer designated by the chieƒ iƒ
police to process applications ƒor license oƒ carry a ƒirearm and ƒirearms identiƒication cards.
13. Could you brieƒly describe the process oƒ applying ƒor a ƒirearms license?-
: The applicant completes the application and ƒiles that application along with re- quired
payment and other documents (ie. prooƒ oƒ residence/basic ƒirearms course certiƒicate) with

, the licensing authority in the city or town where the applicant resides or owns a place oƒ
business. The ƒirearms licensing oƒƒicer veriƒies the inƒormation in the application, conducts
necessary criminal history background checks, and conducts an interview with the
applicant. The licensing oƒƒicer enters the applicant into the Massachusetts Instant Record
Check System also known as MIRCS. Once the licensing oƒƒicer has processed and approved
the application it is submitted to the Ƒirearms Records Bureau electronically through MIRCS.
The ƑRB conducts a criminal history check to determine whether the individual is a
prohibited person
