-create army
-Make treaty
-Declare war

Consumption of goods
Large debt increase
Inflation
British goods flooded the market
Shays rebellion:

Government taxed to pay debts
Poor western farmers taxed
Can't pay taxes and mortgages
Rebellion vs government soldiers
