Essay: The Importance of Character in the Public Service
Anyone employed in the public service must be of good and sound character. This
requirement is essential because public servants are entrusted with delivering services
ethically and effectively to the people. A sound character is closely linked to personal
integrity, self-awareness, and professional conduct. In this essay, the principles of self-
management, the components of a healthy self-concept, and their relationship to public
service roles will be discussed.
1.1 Principles of Self-Management
Self-management refers to the ability of an individual to regulate their emotions,
behaviour, and time in a productive and ethical way. It includes the following principles:
Self-awareness: Recognising one's strengths, weaknesses, emotions, and
values. A public servant who is self-aware knows how their behaviour affects
citizens.
Self-discipline: The ability to control impulses and follow rules. For example, a
municipal finance officer must resist the temptation of corruption and act
according to policies.
Goal-setting: Setting and achieving clear objectives. A department head may
set a goal to reduce the turnaround time for issuing permits.
Time management: Prioritising tasks effectively to meet deadlines. For instance,
a police officer who completes administrative tasks on time can focus on
community safety.
