Reporting Senior - ANSWER✔✔-COs and OICs are reporting seniors by the
virtue of their command, and are authorized to properly submit authorized
FITREPs, CHIEFEVALs, and EVALs on any members of their command both
junior and senior to them.

-CO can refer to someone of any branch or a civilian equivalent.

-OIC is the reporting senior if they are in charge of commissioned or established
activities listed in the Standard Navy Distribution List.

,-A member assigned to a non-US Government activity, the reporting senior is the
member's US administrative commander unless another person is assigned by
order or directive.

Delegated Reporting Senior - ANSWER✔✔-Delegation of reporting senior
authority is an actual transfer of authority, and is not a standard authorization.

-Delegation is transferred to the highest level consistent with effective observation
of performance.

Immediate Superiors in Command (ISICs) - ANSWER✔✔-A reporting senior for
assigned COs and authorized to assume the reporting senior authority of a

-Raters for E1-4 can be an E6 or civilian equivalent (GS5).

and signed at the mid-point of the periodic report cycle (ie. mid-term eval).

-Counseling methods are up to the discretion of the CO as it is their program.

-The counselor is typically a supervisor who participates in the member's eval
preparation.

-The objectives are to provide feedback and to motivate and assist the member's
improvement.

-Should address both strengths and important weaknesses.

-Should focus on performance and not personality.

-These are used as counseling worksheets, and are to be signed by the counselor
and member.

-Counselor may use tick marks and assign trait grades as well as write comments.

-Further promotion recommendations should not be promised under any
circumstances.
