in significant governance challenges, as highlighted by various reports. Notably, the
department has been associated with fraud, corruption, and procurement
irregularities. In the 2019/20 financial year, it was reported that approximately R10
billion was misappropriated, with a similar amount identified in the 2020/21 financial
year. This persistent financial mismanagement has severely hindered the
department's capacity to fund essential water infrastructure projects, exacerbating
water shortages, particularly in regions like the Eastern Cape. Poor governance may
manifest as lack of transparency, accountability, and ethical conduct, leading to
mismanagement of resources, inefficiency, and ineffectiveness in project
