\Board Definition - ANS-• board of cosmetologist examiners
o To better serve the health and safety, MN BCE: infection control and the use of chemicals,
implements, apparatus, and other appliances require special skills and education
\Board of Cosmetologist Examiners - ANS-7 members = 2 cosmetologists, 2 school instructors,
1 esthetician, one nail technician and one public member
\Compensation - ANS-monetary or nonmonetary work or services performed for services
\Continuing Education for Renewals - ANS-Licensee
• 3 hours of safety + sanitation
• 1 hour MN Laws + rules
• 4 hours of professional practice
o product chemistry
o proper use of machines
o business management, professional ethics + HR
o techniques related to the field
Instructor
• 45 hours of CE. 30 hours of teaching- methods + 15 hours clinical practice
o up to 15 can be taught/taken by instructor per renewal. No repeat classes
• School manager: 4 hour CE course related to business practices + school management
\Cosmetology - ANS-personal services for compensation. Cosmetic care for hair, skin and nails.
These services include: cleaning, conditioning, shaping, reinforcing, coloring and enhancing the
body surface in the areas of the head, scalp, face, arms, hands, legs, feet, and trunk of the body
\Documentation - ANS-signed, notarized statement attesting the truth of the facts stated in it
\Esthetician - ANS-person, who for compensation, performs personal services for cosmetic care
of the skin only
\Evidence - ANS-written proof
\Eyelash Extensions - ANS-Means the application, removal, and trimming of thread like natural
or synthetic fibers to an eyelash, and includes the cleansing of the eye area and lashes.
Eyelash extensions do not include color agents, straightening agents, permanent wave
solutions, bleaching agents, applications to the eyebrow, or any other cosmetology service.
\Eyelash Technician - ANS-Any person who is not a cosmetologist, esthetician, or advanced
practice esthetician who, for compensation, performs the personal services limited to eyelash
extensions as defined in subdivision4a only.
\Good Repair - ANS-item is clean, with no holes, frayed wires, or tears in covering, and fully
operational for the purpose intended
, \Homebound Service Permit - ANS-• Homebound: someone that lacks physical/intellectual
capacity for independent transportation to a licensed salon
o Upon written request, a licensee may be issued a certificate of identification authorizing them
to practice other than in a licensed salon
• To obtain:
• Hold current license
• 2700 of lawful practice in MN
• Provide documents of current employment in MN
• State services will be provided in a licensed health care facility or in residence of a homebound
individual
• Licensee is representing a licensed salon as an employee or independent contractor
• Certificate must stay w/ salon always unless work is performed outside of the salon
\Individual License - ANS--must hold an individual license to practice in the state as a
cosmetologist, esthetician, nail technician, eyelash technician, advanced practice esthetician,
manager, or instructor
\Infection Control Requirements - ANS-• Disinfectant can't come in contact with dirty items.
Storage containers must be disinfected with wipes or sprayed weekly or before use if visibly
dirty.
• Plastic or paper bags or wrapping can't be used a stored disinfected items.
• Items taken out of a clean container must go into used label container or immediately cleaned
and disinfected.
• All disinfected + laundered items must be stored in a clean, closed container, drawer, our
cabinet or under a clean cover until use.
• Disinfectant used must be registered with the United States Environmental Protection Agency
as a tuberculocidal agent and used according to the manufactures instructions.
\Inspections - ANS-• The board will always direct board resources first to the inspection of those
licensees who fail to meet the requirements of law, have indicated they present a great risk to
the public, or have otherwise, in the opinion of the board, demonstrated that they require a
greater degree of regulatory attention
• Violations cited must be corrected within TEN DAYS
• Salon owner must provide accurate hours of the business. If the salon is open by appointment,
the owner must designate how much time is needed to be available for an inspection
• Reports must be available to anyone upon request

\License & Registration - ANS-LICENSING AND REGISTRATION ACTIONS
• Any person who is a holder of or applicant of a license or registration under the board of
cosmetologists, the board can deny, refuse to renew, suspend, temporarily suspend, or revoke
the application, license, or registration, censure or reprimand the person, refuse to permit the
person to sit for examination, or refuse to release exam grades, if the board finds that an order
is in the public interest and that, based on a preponderance of the evidence presented the
person has:
o Naughty things to do:
• Violate a statue, rule or order the board adopted/issued or is empowered to enforce
• Engage in fraudulent, deceptive or dishonest conduct related to this profession
