Hans Adriaanse geeft aan dat er verschillende organisatiekenmerken passen bij
participatiesamenleving:
1. Schaal - Massaliteit van kleinschaligheid (klein binnen groot, herkenbaarheid)
2. Ruimte binnen kaders - Geef als organisatie duidelijke kaders, maar biedt daarbinnen
mensen de volledige vrijheid om hun competenties te benutten.
3. Cultuur van verschil - Het principe om, binnen een kader van gelijkwaardigheid, meer
ruimte te geven voor individuele en groepsverschillen zodat iedereen zich er in herkent en
kan participeren.

Beleidsvoering = Overheid als verlengstuk van samenleving vs burger als verlengstuk van
overheid

Hoe staat het met de participatiesamenleving?
1. Tegenstrijdig beeld als het gaat om burgerinitiatieven
81% van nld. Heeft nog nooit meegedaan, vooral hoog & middelbaar opgeleide burgers
actief, veel diversiteit in burgerinitiatieven en vaak kleinschalig
2. Door mantelzorg komt vrijwilligerswerk in gedrang
Vanuit overheid meer oproep om mantelzorg te verlenen, maar mantelzorg gaat voor
vrijwilligerswerk
3. Kwetsbare burger ontvang niet hulp die nodig is
- Zelfredzaamzaamheid en uitgaan van eigen kracht
- Bijv. Bij inburgeringscursus krijgen migranten minder hulp en slagen daardoor minder snel
4. Overheid kan meer kansen benutten
- Burgers die iets willen doen krijgen meer tegenwind
