Meerdere individuen die zorgen dat een bepaalde situatie op gebracht wordt -> het is een ongewenste situatie
in conflict met normen en waarden-> het is een urgent probleem op de publieke agenda -> actie vanuit
government?

Door social media is het voor een individu of kleine groep makkelijker iets op de publieke agenda te plaatsen.

greatest good. Liberals prefer the state to intervene as little as possible in the market outcomes. Socialists
advocate a larger role for the state, not just respecting and protecting individuals freedms but also facilitating
improvements in individuals living conditions. The state is a facilitator for human advancement. The state is
allowed to intervene
