Section 13(1) of the Interpretation Act 33 of 1957 deals with the time when an Act of
Parliament shall be deemed to have come into operation. According to this section,
unless the contrary intention appears, an Act shall be deemed to come into operation
immediately after the expiration of the day preceding the date of its publication as law.
