1.1 Benefits of planning crime prevention operations

The ability to show relationships between crime and casual factors is the first
benefit of planning crime prevention operations. These relationship factors may
be spatial in nature, in other words, crime may be resulting from its proximity to a
location. According to foster (2005:245), among different police agencies and
among the police and other government agencies, planning crime prevention
operations also promotes information integration and cooperation. Crime
prevention planning can also enhance communication within the police service. It
is also being used to deploy more police personnel in areas that experience high
crime rates. Crime is displaced elsewhere therefore the deployment of more
police officials in specific area usually stops crime from occurring in those areas.
However displacement can be either spatial or temporal.

1.2 Role of the SARA model in planning crime prevention operations

SARA model is commonly used problem-solving method or police planning, it
also plays in identifying an appropriate crime prevention program. The SARA
model contributes to identify and narrowing crime by identifying risk factors for
crime and then addressing those risk factors. There are four elements for the
SARA model which are scanning, analysis, response, and assessment.

 SCANNING

The purpose of scanning as a planning tool for police is to:

 Identify recurring problems of concern to the public and the police.
 Identify the consequences of the problems for community and the police
and to prioritise those problems.
 Develop broad goals.
 Confirm that the problems exist.
 Determine how frequently the problems occur and for how long they have
been taking place.
 Select problems for closer examination.
 ANALYSIS
