The suspect may or may not be holding hostages and there is no indication that the subject's activity is immediately causing death or serious bodily injury. Traditional Deployment - Answer -A tactical concept where law enforcement officers maintain a secure perimeter around an armed suspect and wait for specially trained units (SWAT, ERT, ESU) to arrive on scene and intervene.
