Horizontal - .........Some standards are horizontal meaning general or across the
board, when there is no vertical.
Vertical - .........apply to specific industry (construction)
Worker right- Workers have the right to safety and health without the fear of
punishment - .........Section 11 (c) of the Osha act
Competent person - .........One who is capable of identifying existing and predictable
hazards in the surroundings or working conditions that are unsanitary, hazardous, or
dangerous to employees and who has authority to take prompt corrective measures
to eliminate them
Qualified person - .........One who by having a degree, certificate or professional
standing, whom ha extensive knowledge, training and experience, has successfully
demonstrated his ability to solve or resolve problems relating to the work.
Rule of Construction - .........Contractors and sub-contractors can make their own
arrangements regarding who will do things such as; installing guardrails or provide
drinking water..etc
The General Duty Clause - .........OSHA Act public law- 91-596 section 5 (a) (1)
Compliance Directives - .........Ensures consistent enforcement of the standard.
Multi- Employer Work Site Policy - .........a. Exposing employer- one whose
employees are exposed to hazards
b. Creating Employer- One who creates the hazard. Has duty to inform other
contractors of hazard.
c. Correcting Employer- One responsible for correcting the hazard.
Controlling Employer- One responsible for overall conditions on work site
Citations - .........The employer must certify abatement is complete for each cited
violation. (must sign-off stating that you will fix the issue)
General Requirements Subpart C - .........Two main components of the employer's
accident prevention responsibilities are having a safety program and jobsite
inspections by competent person.

performing one or more of the routine functions of his or her job, or from working the
full workday that he
