The five types of responsibility based on Chapter 2-8 in AR 735-5 Property Accountability Policies dated 9NOV2016 are: a) Command Responsibility - Commanders are obligated to ensure all Government property within their command is properly used and cared for, and that proper custody, safekeeping, and disposition are provided. b) Supervisory Responsibility - The obligation of a supervisor to ensure all Government property issued to, or used by their subordinates is properly used and cared for, and that proper custody, safekeeping, and disposition are provided. c) Direct Responsibility - The obligation of a person to ensure all Government property for which they have receipted, is properly used and cared for, and that proper custody, safekeeping, and disposition are provided. d) Custodial Responsibility - The obligation of an individual for property in storage, awaiting issue, or turn-in to exercise reasonable and prudent actions to properly care for, and ensure proper custody, safekeeping, and disposition of the property are provided. e) Personal Responsibility - The obligation of a person to exercise reasonable and prudent actions to properly use, care for, safeguard, and dispose of all Government property issued for, acquired for, or converted to a person's exclusive use, with or without receipt. What is FLIPL? Chapter 13 in AR 735-5 Property Accountability Policies dated 9NOV2016 covers the process of FLIPL or Financial Liability Investigation of Property Loss. Its purpose to document the circumstances concerning the loss or damage of Government property and serves as, or supports a voucher for adjusting the property from accountable records. Who initiates a FLIPL? The initiator of DD Form 200 will normally be the hand receipt holder, unit commander, the accountable officer, or the person who has the most knowledge of the incident. What is the time constraint for processing FLIPL? Figure 13-1 in AR 735-5 dated 9NOV2016 shows the diagram of the DD Form 200 processing segments, these are the steps: a) Step 1 The Initiation Process. Starts with the discovery of loss, damage, or destruction. Process time is 75 days for ARNG b) Step 2 The Investigation and Recommendation Process. Starts after the document/voucher number is assigned by the accountable officer and the investigation of property loss is provided to the appointing and approving authority. Process time is 85 days for ARNG c) Step 3 The Adjudication Process. Starts upon receipt by the approving authority from the Initiator, appointing authority, or the investigation officer, as appropriate. Process time is 80 days for ARNG d) Step 4 Notify Individual being charged. Process time is 60 days for ARNG e) Step 5 Provide to FAO/USPFO for collection Initiation Process, 1 day processing time for ARNG What is an MTOE?
