THE PROBLEM AND ITS BACKGROUND
This chapter is composed of the study’s introduction, background, problem
statement, hypothesis, scope and limitations, and significance which will present
the problem and its background.
Introduction
After two years of distance learning due to the Covid-19 pandemic,
university departments and administrations approved bringing back face-to-face
classes this academic year 2022, which in turn, millions of students and teachers
have returned to conduct classes inside the school or university (CNN Philippines,
2022). On August 30, 2022, the Department of Health (DOH) posted a press
release indicating that the Commission on Higher Education (CHED) is updating
its standards for full face-to-face classes in higher education institutions (HEIs) with
the full support of the Department of Health (DOH). The updated policy which
allows students and HEI staff to participate in face-to-face classes regardless of
vaccination status was developed by CHED after consultation with the DOH and
its health experts.
With this in mind, face-to-face attendance checking will be strictly
implemented again to monitor each student’s arrival time, attendance, and
absence patterns in every class. A strong predictor of student outcomes can be
his/her attendance at school. According to the US Department of Education,
irregular attendance can be the best indicator of whether students would drop out
of universities before graduating instead of test results (School of Education,
