Introduction Health Policy Issue Certificate of Need (CON) laws require healthcare providers to get a certificate from a state board showing an existing economic need for a product or service before undertaking major expansions or building new facilities. CON statutes were meant to lower health costs cutting unnecessary duplication and proliferation of health facilities.
